Ukraine proposes lowering the mobilization age to 55: petition has garnered over 22,000 signatures

A petition to lower the upper age limit for mobilization from 60 to 55 is gaining support in Ukraine. As of October 7, the petition has been supported by over 22,000 citizens. For its official consideration by the Cabinet of Ministers, 25,000 signatures need to be collected.
What are the proposed changes to the mobilization rules?
The author of the petition, Natalia Borsuk, calls on the government to review the current age limits for those liable for military service and reduce the upper age limit for mobilization to 55 years.
Currently, in Ukraine, during martial law, men aged 25 to 60 may be subject to mobilization if there are appropriate legislative grounds.
At the same time, the author of the petition proposes to review the possibility of conscription of citizens in the age category of 55–60, taking into account their health and physical capabilities.
Why is it proposed to lower the mobilization age
The petition notes that men over 55 are more likely to have chronic diseases and age-related health changes that complicate the performance of combat missions.
According to the author, lowering the upper mobilization age limit will allow:
to reduce health risks for older servicemen;
to increase the physical readiness and mobility of combat units;
to optimize the use of mobilization resources;
to retain qualified employees for the civilian sector of the economy;
to support the work of critical infrastructure enterprises.
It is separately noted that a significant part of men aged 55–60 have professional experience and qualifications that can be important for ensuring the economic stability of the state.
How many signatures did the petition collect
According to Leopolis.news, as of October 7, 2026, the electronic appeal was supported by 22,164 citizens.
To reach the required threshold, 2,836 more signatures remained to be collected.
At the time of publication of these data, 20 days remained until the collection of signatures was completed.
After collecting 25 thousand signatures, the petition must be submitted for consideration in accordance with the established procedure.
Will the mobilization age be changed to 55 years
It is important to understand that even collecting the required number of signatures does not mean automatic amendments to the legislation.
A petition is a form of public appeal that obliges the competent authority to consider the issue raised, but does not guarantee support for the proposed changes.
In order to lower the upper mobilization age limit, it is necessary to make appropriate amendments to the legislation of Ukraine.
Such decisions fall within the powers of the Verkhovna Rada.
