Ukraine proposes new restrictions for tax evaders: property transactions, cars, and banking services at risk

Ukraine is discussing the possibility of tightening administrative restrictions for men who have not registered for military service for a long time and evade mobilization. Possible measures include complicating property transactions, restricting the right to drive a car, and accessing certain banking services. However, these are only proposals at the moment – amendments to the legislation are needed for their implementation.

This was reported by Oleksandr Fedienko, a member of the Verkhovna Rada Committee on National Security, Defense, and Intelligence.

According to him, the situation with citizens who have not appeared at territorial recruitment centers and have not registered for military service since the beginning of the full-scale war requires a separate solution.

The parliamentarian also mentioned servicemen who have voluntarily left military units.

What restrictions are proposed for draft evaders

One of the options currently being discussed is to limit the ability to use certain state and other services for citizens who do not fulfill their military registration obligations.

Among the potential measures, Fedienko named:

restrictions on the purchase and sale of property;
restrictions on driving vehicles;
restrictions on the use of certain banking services.

At the same time, the deputy emphasized that he advocates administrative mechanisms, not the use of forceful methods.

According to him, the state must find a way to respond to the situation when some citizens perform military service, while others avoid even registering for military service for years.

Bank cards and driver’s licenses have already been proposed to be restricted

The idea of ​​introducing additional restrictions for violators of military registration rules is not the first time that has been discussed.

Earlier, Fedienko had already admitted to returning to the issue of blocking bank cards and restrictions related to driver’s licenses for men of draft age who ignore summonses.

The deputy also spoke about the possibility of creating a separate register of draft evaders, which could become the basis for forming a separate state policy regarding persons who evade mobilization.

Restrictions have not yet been introduced

At the same time, citizens should take into account that the currently announced measures are not new restrictions in force.

To introduce such mechanisms, it is necessary to make appropriate amendments to the legislation and obtain the support of the Verkhovna Rada.

Fedienko noted that similar proposals have already been considered by a parliamentary committee, but during the vote in the Verkhovna Rada they did not receive the necessary support.

Thus, a possible restriction on property transactions, driving a car, or using banking services for draft evaders remains a subject of discussion, not a decision.
