Ukraine proposes to introduce monthly state housing assistance for all internally displaced persons, regardless of income, employment, and property status. The corresponding electronic petition was registered on the official portal of the Cabinet of Ministers of Ukraine.

This was reported by Femida.ua with reference to information from the Telegraph newspaper.

The author of the petition, Kateryna Krupko, calls on the government to review the current rules for assigning social benefits to internally displaced persons and restore financial support to citizens who have lost it due to the restrictions introduced.

What is proposed to change in IDP payments

The initiator of the appeal emphasizes that due to the full-scale war, millions of Ukrainians were forced to leave their homes, lost their jobs, property, and stable sources of income.

At the same time, the current criteria for assigning state assistance, in her opinion, significantly limit the number of internally displaced persons who can count on financial support.

The petition proposes:

Abolish property restrictions and revise the criteria for assigning housing assistance.
Guarantee monthly payments to all IDPs regardless of age, employment, or income level.
Resume payments to IDPs who were previously denied state assistance due to established restrictions.
Provide the necessary funding in the state budget to meet the social needs of internally displaced persons.

The author of the appeal is convinced that having an official IDP status should be a sufficient basis for receiving state support.

Why is it proposed to return assistance to all IDPs

The text of the petition notes that a significant part of internally displaced persons continues to face serious financial difficulties.

In particular, IDPs are forced to pay for housing rent, utilities, food, and other daily needs on their own.

According to the author, the current social support system does not fully take into account the difficult life circumstances of people who lost their homes due to the war.

She calls on the government to ensure equal access to assistance to all citizens who have the official status of an internally displaced person.

Will new payments for IDPs be introduced

At the moment, this is exclusively a public initiative, and not an adopted decision of the Cabinet of Ministers of Ukraine.

In order for an electronic petition to be submitted for mandatory consideration by the government, it must collect at least 25 thousand signatures within the time period established by law.

Even if the necessary support is received, the petition does not automatically mean the introduction of new payments.

To implement the proposed changes, the government will need to review the relevant regulatory legal acts and determine sources of funding.

Thus, the current rules for assigning housing assistance to IDPs remain unchanged until the Cabinet of Ministers adopts the relevant decisions.
