Ukraine proposes to use artificial intelligence to fight corruption: petition to the Cabinet of Ministers registered

In Ukraine, it is proposed to launch a pilot project using artificial intelligence systems for automated detection of corruption risks in the activities of state authorities. The corresponding electronic petition has been registered at the address of the Cabinet of Ministers of Ukraine.

The author of the initiative is convinced that the introduction of modern digital technologies will increase the transparency of public administration, minimize the influence of the human factor, strengthen control over the use of budget funds and contribute to the implementation of anti-corruption policy in the conditions of post-war reconstruction and European integration of Ukraine.

What tasks are proposed to be assigned to artificial intelligence

The petition No. 41/010270-26еп notes that artificial intelligence systems can analyze large amounts of information in real time, detect hidden connections, suspicious transactions and other anomalies in state information systems.

In particular, the author proposes to use such technologies to analyze state procurement, property declarations of officials and other state registers.

In his opinion, this will significantly increase the effectiveness of anti-corruption monitoring and timely identify potential violations.

AI can be integrated into Prozorro

One of the key areas of the pilot project is the proposed integration of artificial intelligence algorithms into the electronic public procurement system Prozorro.

It is assumed that before concluding contracts, the system will automatically analyze tender procedures and signal possible risks, including:

relatedness of procurement participants;

abnormal pricing;

discriminatory requirements in tender documentation;

other signs of potential violations of legislation in the field of public procurement.

Analysis of declarations of officials

Another area of ​​application of artificial intelligence may be the Unified State Register of Declarations of Persons Authorized to Perform State or Local Government Functions.

The petitioner proposes to use algorithms for automatic analysis of declarations, comparison of declared income with the actual lifestyle of officials and identification of possible discrepancies that may indicate corruption risks.

It is proposed to involve the state and IT experts in the implementation

The petition proposes to instruct the Ministry of Digital Transformation of Ukraine, together with the Ministry of Economy and the National Agency for the Prevention of Corruption, to develop unified technical requirements for the integration of artificial intelligence systems into state information resources.

The author also proposes to involve Ukrainian IT specialists, specialized public organizations and international experts in the development of relevant algorithms in order to ensure the independence of the systems, their cybersecurity and transparency of decision-making.

Expected effect

According to the petitioner, the use of artificial intelligence tools will allow for continuous control over the use of budget funds, more effective monitoring of the use of international financial assistance and increased trust in state institutions.

In addition, the implementation of such a project, according to the initiator, will contribute to the digital transformation of public administration and strengthen Ukraine’s international reputation as a state that implements modern technologies to prevent corruption.
