Ukraine to develop strategy for nuclear and chemical threats: draft law registered in Rada

The Verkhovna Rada has registered draft law No. 15128, which provides for the creation of a comprehensive Strategy for Chemical, Biological, Radiological and Nuclear Security in Ukraine.
Why is this important
The initiative appeared against the backdrop of growing threats associated with the possible use of weapons of mass destruction, in particular due to Russia’s ongoing armed aggression and changes in its nuclear policy. Currently, Ukrainian legislation lacks a single strategic document that would systematically determine the state’s actions in such situations.
What the draft law provides
The document proposes:
to introduce a new Strategy as a long-term planning document;
to identify threats associated with chemical, biological, radiological and nuclear incidents;
to establish clear mechanisms for prevention, response and liquidation of consequences;
to strengthen coordination between security, defense, health and civil protection agencies.
How the system will work
The strategy will be developed by the Ministry of Defense with the participation of other authorities, after which it will be approved at the level of the National Security and Defense Council and the President.
It will also include:
the creation of an early detection and warning system;
increasing the readiness of state bodies and services;
training personnel and informing the population;
international cooperation in the field of security.
