The state program “eBook” continues to operate in Ukraine, within the framework of which young citizens can receive a one-time payment of 998.40 hryvnias. The funds are credited through the “Diya” application, however, only Ukrainians who meet the age requirements of the program can take advantage of the assistance.
Who can receive 998 hryvnias from the state
The “eBook” program provides financial support for citizens of Ukraine who have reached the age of 18.
In 2026, the amount of the one-time payment is 998.40 hryvnias.
It is important that not all adult Ukrainians can receive assistance, but only those who have recently reached the age of 18.
The application must be submitted within 12 months after reaching the age of majority.
Thus, the payment can be issued before reaching the age of 19, if the applicant meets the conditions of the program and has not previously received appropriate assistance.
How to apply for a payment through “Diya”
To receive state aid, you do not need to personally visit state institutions.
The application is submitted remotely through the “Diya” application.
To receive 998.40 hryvnias, you must:
Open a special “Diya.Card” in one of the banks that support the corresponding service.
Log in to the “Diya” application.
Go to the “Services” section.
Select the “eBook” service.
Specify a bank card to receive funds.
Submit an application for payment.
After approval of the application, the money will be credited to the specified account.
What can you spend the money on
The payment under the “eBook” program has a specific purpose.
The funds received may be used exclusively for the purchase of literature.
In particular, for state aid you can buy:
Paper books.
Electronic publications.
Audiobooks.
At the same time, the program provides for certain restrictions.
You can only purchase books in Ukrainian in bookstores and online stores participating in the program.
It is impossible to withdraw the funds received in cash, transfer them to another bank card, or use them to pay for other goods.
The money must be used within three months
One of the key conditions of the program is the limited period of use of state aid.
After the funds are credited, the recipient has three months to spend them on the purchase of books.
If the money remains unused during this period, it will be automatically returned to the Ukrainian Book Institute.
This also applies to the remaining funds that were not spent within the established period.
Therefore, recipients of aid should decide on purchases in advance and not postpone using the payment.
How the amount of aid changed in 2026
The state program “eBook” was introduced in December 2024.
Its goal is to encourage young people to read and support Ukrainian book publishing.
According to the Ukrainian Book Institute, the amount of the payment is gradually increasing.
In particular:
In 2025, the assistance amounted to 908.40 hryvnias.
In 2026, the payment was increased to 998.40 hryvnias.
Thus, compared to last year, the amount of state support increased by 90 hryvnias.
The program is also in demand among Ukrainian youth.
According to the Readeat book network, published in August 2026, the number of program participants exceeded 270 thousand people.
The total amount of payments amounted to more than 256 million hryvnias.
What is important to know before submitting an application
The right to receive assistance depends primarily on the date of reaching the age of 18.
At the same time, the end of the calendar year does not affect the established deadline for submitting an application.
For example, if a citizen turns 18 in October 2026, he or she can apply for payment within the next 12 months, provided that other program requirements are met.
Important: the assistance is one-time. It is not possible to receive UAH 998.40 under the e-Book program again.
In addition, the funds are not a universal social payment, since they can only be spent on book products provided for by the program.
Therefore, young Ukrainians who have recently reached the age of majority should check the availability of the e-Book service in the Diia application and submit an application in time to take advantage of state support.
