In Ukraine, certain categories of employees of state and municipal institutions are entitled to a lump sum cash benefit upon retirement by age. The amount of the payment is ten monthly pensions, and the benefit itself is not subject to taxation.
Who is entitled to receive 10 pensions
According to paragraph 7-1 of section XV “Final Provisions” of the Law of Ukraine “On General Mandatory State Pension Insurance”, employees of certain professions who retire by age have the right to a lump sum benefit.
In particular, these include:
pedagogical workers, in particular teachers and lecturers;
medical workers;
certain categories of social workers;
athletes who meet the requirements established by law;
artists of theater, concert and other entertainment institutions.
At the same time, belonging to a certain profession does not automatically guarantee receiving funds. The position, place of work and the duration of the special insurance period are important.
What conditions must be met
To be granted a lump sum benefit, several requirements must be met simultaneously.
Firstly, on the day of reaching retirement age, a person must work in a state or municipal institution in a position that entitles them to a long-service pension.
Secondly, it is necessary to have the appropriate insurance experience in positions specified by law:
for women – at least 30 years;
for men – at least 35 years.
Thirdly, before the appointment of an old-age pension, the person should not have received any other pension, in particular for long-service or disability.
Fourthly, the right to benefit must be confirmed by relevant documents on employment and insurance experience.
Do unpaid leave affect the length of service
When checking documents, the Pension Fund of Ukraine may pay special attention to periods during which an employee was on leave without pay.
If insurance contributions were not paid for the relevant periods and they are not subject to inclusion in the insurance experience, this may affect the right to receive benefits.
That is why the PFU may require additional certificates from the employer about the duration of such vacations.
At the same time, the issue of including a specific period in the experience is resolved taking into account the legislation in force at that time.
What documents are needed for registration
To confirm the right to benefits, you may need a work book, information from the register of insured persons, employer certificates about positions and periods of work, as well as documents about unpaid leave.
If the information is insufficient, the Pension Fund may request additional confirmation.
Important: a one-time benefit in the amount of ten pensions is not provided for all pensioners, but only for categories of employees specified by law, provided that the established requirements are met.
Legal basis: clause 7-1 of section XV of the Law of Ukraine No. 1058-IV “On mandatory state pension insurance”.
