Ukrainians can receive UAH 19,400 in winter assistance from the EU: who is entitled to payments and how to apply

A financial support program for the 2026–2027 heating season has been launched in Ukraine, which is being implemented with the financial support of the European Union. Vulnerable categories of the population in frontline regions can receive 19,400 hryvnias for the purchase of solid fuel. Applications can be submitted until October 30, 2026.

Who can receive 19,400 hryvnias
The program is aimed at supporting citizens living in communities affected by hostilities and shelling.
The following categories of the population can apply for assistance:
People with disabilities.
Citizens aged 60 and over.
Internally displaced persons (IDPs).
Single mothers and fathers.
Large families.
Families with children, including orphans.
Citizens receiving housing subsidies or benefits.
At the same time, belonging to one of the listed categories does not guarantee automatic receipt of payment. It is also necessary to meet the program conditions regarding the place of residence and the method of heating the home.
In which regions is assistance available
The program is implemented in certain communities of four front-line regions of Ukraine:
Kharkiv;
Donetsk;
Dnipropetrovsk;
Zaporizhzhia.
The list of settlements is determined taking into account the security situation and the needs of local residents.
As of October 9, 2026, applications are accepted, in particular, for residents of the following villages of the Nikopol district of the Dnipropetrovsk region:
Zakhidne;
Skhidne;
Chistopil;
Tavriyske;
Novoivanivka.
Residents of other communities are recommended to clarify the possibility of participating in the program with local government bodies.
What is allowed to spend the funds on
The amount of financial support is 19,400 hryvnias per household.
The funds are intended to provide heating for housing during the winter period.
The assistance can be used to purchase:
firewood;
fuel pellets;
fuel briquettes.
Important: a mandatory condition for participation is the presence of stove or mixed heating in the house.
Households that use exclusively gas or electric heating do not fall under the terms of this program.
How to apply for financial assistance
To register, you must contact the relevant local government body at the place of registered, declared or actual residence.
Applicants must prepare the following documents:
Passport of a citizen of Ukraine.
Registration number of the taxpayer’s registration card (RNOKPP).
A document confirming the registered place of residence.
A certificate of actual place of residence issued by a local government body.
When applying, it is also worth clarifying whether additional documents are required to confirm belonging to a vulnerable category of the population.
Until what date are applications accepted
The deadline for submitting applications is October 30, 2026.
After registration is completed, the responsible authorities will consider the submitted applications in accordance with the terms of the program.
It is worth considering that assistance is not provided to all citizens of Ukraine, but only to residents of certain communities who meet the established criteria.
