Ukrainians can receive UAH 19,400 of “Winter Support”: who is eligible and how to apply

Certain categories of Ukrainians can receive 19,400 hryvnias in one-time cash assistance per household within the framework of the Winter Support program. You can apply for payment until October 30.

The assistance is provided for residents of certain communities in Donetsk, Zaporizhia, Dnipropetrovsk, Kherson, Kharkiv, Sumy, Mykolaiv and Chernihiv regions.

Who can receive 19,400 hryvnias

The right to one-time assistance is granted to citizens who, on the date of application, receive:

a disability pension;

a care allowance of 50 hryvnias for certain categories of persons;
a housing subsidy, in particular for the purchase of solid fuel;
state assistance for children to single mothers;
assistance at the birth of a child;
assistance for children in large families;
state social assistance for persons with disabilities since childhood and children with disabilities;
state social assistance to persons who are not entitled to a pension and persons with disabilities;
housing assistance to internally displaced persons;
state social assistance to orphans, children deprived of parental care, and certain other specified categories of children.

Citizens who do not receive the specified benefits at the time of application, but have an established disability, belong to a large household, or are single disabled persons of retirement age can also receive the payment. In these cases, the relevant status must be confirmed by documents.

Where to apply for assistance

The application must be submitted at the declared, registered, or actual place of residence or stay. The exception is temporarily occupied territories.

Depending on the community, the application can be submitted through the service center of the Pension Fund of Ukraine, the Center for the Provision of Administrative Services, or an authorized official of the local government body.

For some communities, applications are accepted by the executive bodies of local councils, military administrations, or bodies designated by them.

It is important to note that the payment is not available to all Ukrainians: the program applies to certain territories and categories of recipients.
