Ukrainians who were assigned 6,500 hryvnias under the Winter Support program in 2025, but the funds have not yet arrived, will be able to receive the payment. The government has determined the mechanism for transferring money, and there is no need to re-submit an application.

The new procedure is provided for by the Cabinet of Ministers Resolution No. 877 of July 8, 2026.

Who can receive 6,500 hryvnias

This applies exclusively to citizens who were already assigned assistance in 2025, but for certain reasons did not receive it.

The payment was intended for the most vulnerable categories of the population, including:

children under guardianship or care;

children with disabilities in foster families and family-type orphanages;

children from low-income families;

children and persons with disabilities of group I from among internally displaced persons;

single pensioners.

The state must transfer the previously allocated 6,500 hryvnias to such recipients.

No need to re-apply

Citizens who have already been assigned assistance do not need to re-apply to the Pension Fund or submit a new application.

The PFU will independently identify people to whom the funds have not been transferred and provide the necessary information to finance payments.

That is, if the decision to assign assistance was made back in 2025, you will not have to go through the registration procedure again.

What to do if there is no special account

A special bank account is required to transfer assistance.

If a person does not have such an account, the Pension Fund will independently contact an authorized bank to open it.

However, after this, the recipient will still need to fulfill one important condition – to conclude an agreement with the bank.

They will be given six months to register

After opening a special account, the citizen will be given six months to conclude an agreement with the bank.

If the contract is not executed within this period, the bank will notify the Pension Fund. This may be grounds for terminating further actions regarding the transfer of assistance.

Therefore, Ukrainians who were assigned 6,500 hryvnias in 2025, but the money has not been received, are recommended to monitor messages from the Pension Fund and the bank.

The main thing is that you do not need to submit a new application for receiving 6,500 hryvnias: the process of determining recipients should take place automatically.
