The new composition of the US Congress may resume the provision of American aid to Ukraine even in the event of opposition from President Donald Trump. Democrats, who, as a result of the midterm elections, gain control of both houses of parliament, will have more opportunities to influence decisions on military and financial support for Kyiv.
This is reported by Reuters.
According to the agency, the change in the political balance in the US Congress can significantly affect Washington’s future policy towards Ukraine and Russia.
Democrats will be able to determine the agenda of Congress
After the new composition of Congress takes office in January 2027, representatives of the Democratic Party are expected to control the House of Representatives and the Senate.
This will allow them to determine legislative priorities, organize the consideration of relevant initiatives and put to a vote on issues of support for Ukraine.
According to Reuters, aides to Democratic congressmen call further assistance to Ukraine one of the priorities of their political activities.
At the same time, it will be necessary to secure a sufficient number of votes in Congress to pass new support packages.
Will Congress be able to overcome Donald Trump’s veto
American law provides for the right of the president to veto bills passed by Congress.
However, the US Constitution allows lawmakers to override a presidential veto if the corresponding decision is supported by two-thirds of the votes in each of the chambers.
As Reuters notes, broad support for Ukraine among representatives of both American parties could theoretically create the prerequisites for such a scenario.
At the same time, Democratic control of Congress does not in itself guarantee overcoming the presidential veto. This will also require the votes of some Republicans.
Thus, the possibility of resuming large-scale aid to Ukraine will depend not only on the election results, but also on the willingness of American lawmakers to cooperate across parties.
Trump’s Ukraine Policy Causes Controversy in Congress
According to Reuters, the Donald Trump administration has effectively stopped providing direct financial and military assistance to Ukraine, which continues to resist Russian aggression.
At the same time, support for further assistance to Kyiv remains among American lawmakers.
Some dissatisfaction among some congressmen, in particular representatives of the Republican Party, was caused by the president’s decision to lift sanctions on Russian diesel fuel and certain other energy sources.
Against this background, a change in the majority in Congress may strengthen parliamentary control over the foreign policy decisions of the US administration.
How the White House reacted to the election results
Following reports of the Republicans’ defeat in the midterm elections, the Donald Trump administration announced its intention to continue implementing the president’s political course.
The White House emphasized that the head of state does not intend to abandon his previous decisions under pressure from political opponents.
This indicates a possible escalation of the confrontation between the presidential administration and the new parliamentary majority.
What does this mean for Ukraine
The change in the composition of Congress may open up additional opportunities for consideration of legislative initiatives regarding military support for Ukraine, financing of defense programs, and sanctions policy towards Russia.
At the same time, the specific amounts of assistance, the timing of its allocation, and the financing mechanisms will depend on future decisions by American lawmakers.
