The Supreme Anti-Corruption Court has granted the claim of the Ministry of Justice of Ukraine and ruled to confiscate 79 railway cars belonging to the Russian company Inter Cargo Company. The assets are indirectly owned by Russian businessman Stanislav Gamzalov, whose enterprises, according to the Ministry of Justice, meet the needs of the Russian military-industrial complex.
What Russian assets are transferred to the state?
On October 20, 2026, the panel of judges of the Supreme Anti-Corruption Court of Ukraine ruled to apply the sanction provided for by the Law of Ukraine “On Sanctions” to Stanislav Gamzalov and the joint-stock company Inter Cargo Company.
According to the court’s decision, 79 railway cars located on the territory of Ukraine are subject to confiscation.
In particular, these are:
69 gondola cars manufactured in 2010–2012;
9 blind-bottomed gondola cars manufactured in 2017;
one fitting platform manufactured in 2014.
The property legally belongs to a Russian company, however, according to the case materials, it is in the indirect possession of an entrepreneur.
Why did the Ministry of Justice demand confiscation of property
On October 7, 2026, the Ministry of Justice of Ukraine filed a lawsuit with the Supreme Court of Justice of Ukraine to impose sanctions on a Russian businessman and a company associated with him.
According to the ministry, Stanislav Gamzalov is the owner of a number of Russian enterprises, in particular JSC Inter Cargo Company.
The department notes that these enterprises participate in the logistical support of the Russian Federation during its armed aggression against Ukraine.
In particular, according to the Ministry of Justice, they supply products to enterprises of the Russian military-industrial complex.
These circumstances were the basis for the application of the sanction mechanism of asset seizure to state revenue provided for by law.
Can the court decision be appealed
The decision of the High Anti-Corruption Court may be appealed.
The participants in the case or their representatives have the right to appeal to the Appellate Chamber of the Supreme Anti-Corruption Court within five days from the date of the announcement of the court decision.
Therefore, the decision to seize property can still be reviewed on appeal.
Ukraine continues to seize assets related to Russia
This is not the first case of seizure of railway property related to the Russian Federation in favor of Ukraine.
Previously, the state confiscated 1,592 wagons that belonged to Russia and were used to transport commercial cargo.
The application of a sanction in the form of asset seizure to state revenue is a separate legal mechanism provided for by Ukrainian legislation.
