Zelensky appointed a new head of the Kherson Regional State Administration: what is known about Serhiy Honchar

President Volodymyr Zelenskyy signed Order No. 30/2026-rp, appointing Serhiy Honchar as Head of the Kherson District State Administration.
Serhiy Honchar has many years of experience in both military and civil service. Born in Cherkasy, he received several higher educations, including in the fields of law, public administration, psychology, and military affairs. He is a candidate of sciences in public administration.
Honchar’s professional career includes service in army aviation, participation in the ATO, as well as work in leadership positions in state bodies and the private sector. His total flight time on helicopters is about 1,800 hours. In different years, he held the positions of teacher, inspector, head of units, and military commander.
Since 2021, Honchar has worked as the first deputy head of the Kherson Regional State Administration, and also continued his service in the Armed Forces of Ukraine after the start of a full-scale war.
The appointment of the new head of the district state administration comes amid heightened attention to security and the recovery of the region, which has suffered significant losses as a result of hostilities. It is expected that his experience in the military and administrative spheres will be a key factor in his further work in the position.
