Zelensky instructed to prepare an annual message to the Verkhovna Rada: Budanov headed the working group

President of Ukraine Volodymyr Zelenskyy signed an order to create a working group to prepare an annual message to the Verkhovna Rada on the internal and external situation of the state. The document should be ready by December 1, 2026.

The working group was headed by the head of the Presidential Office, Kyrylo Budanov. The director of the National Institute for Strategic Studies, Oleksandr Bogomolov, was appointed his deputy, who will be responsible for the scientific and methodological support for the preparation of the document.

According to the order, within a month the working group must determine the structure of the message, the schedule for its preparation, and the list of necessary materials. The final draft must be submitted to the head of state by December 1.

The group includes key representatives of the Presidential Office, including Iryna Vereshchuk, Ihor Zhovkva, Oleg Tatarov, and other officials.

The State Administration of Affairs must ensure the financing of all costs associated with the preparation of the document. The President’s annual message to parliament is one of the key political documents that defines the strategic priorities of the state’s domestic and foreign policy.
