Zelenskyy appointed Serhiy Naumenko as First Deputy Secretary of the National Security and Defense Council

President of Ukraine Volodymyr Zelensky has appointed Serhiy Naumenko as First Deputy Secretary of the National Security and Defense Council of Ukraine. Before joining the NSDC, Naumenko held the position of Deputy Minister of Internal Affairs, and in 2022 he participated in hostilities and was wounded.
The corresponding decree No. 728/2026 was published on the website of the President of Ukraine.
“To appoint Serhiy Mykolayovych Naumenko as First Deputy Secretary of the National Security and Defense Council of Ukraine,” the document states.
At the same time, by another decree — No. 727/2026 — the President dismissed Yevheniy Ostryansky from this position.
Klymenko named the priority tasks
Commenting on the personnel decision, Secretary of the NSDC Ihor Klymenko noted that he knows Naumenko well from their joint work in the system of the Ministry of Internal Affairs.
He described the new first deputy as a professional officer with combat experience, able to take responsibility and work for results.
Among the priority areas of work, Klymenko named strengthening coordination in the security and defense sector, developing technological capabilities, and preparing solutions necessary for the state in wartime.
Who is Serhiy Naumenko
Serhiy Naumenko is a police colonel. Since September 2025, he has worked as the Deputy Minister of Internal Affairs of Ukraine.
Prior to that, Naumenko oversaw aviation security issues in the Ministry of Internal Affairs.
After the start of the full-scale invasion in 2022, he went to the front, where he led reconnaissance using drones. During artillery shelling in Rubizhne, Naumenko was wounded.
He was awarded the Order of Bohdan Khmelnytsky, 3rd degree.
