President signs decree on formation of commission to hold competition for National Securities and Stock Market Commission

Volodymyr Zelenskyy signed decree No. 443/2026 on formation of Competition Commission to hold competitive selection for positions of members of National Securities and Stock Market Commission.

The corresponding document was adopted in implementation of Article 61 of the Law of Ukraine “On State Regulation of Capital Markets and Organized Commodity Markets”.

The Commission will hold competition for positions of members of the NSSMC

According to the decree, the Competition Commission must ensure the competitive selection of candidates for positions of members of the National Securities and Stock Market Commission.

The decree comes into force from the date of its official publication.

Who is part of the competition commission

The commission includes representatives of state bodies, scientific institutions and higher education institutions:

Volodymyr Korol — Director of the Academician F.G. Burchak Research Institute of Private Law and Entrepreneurship of the National Academy of Legal Sciences of Ukraine;
Nataliya Panova — Deputy Head of the State Property Fund of Ukraine;
Yehor Perelygin — Deputy Minister of Economy, Environment and Agriculture of Ukraine;
Oleksandr Rozhko — Vice-Rector of Taras Shevchenko National University of Kyiv;
Olena Fursova — Deputy Head of the Department of International Management of Vadym Hetman Kyiv National Economic University.
Why was the commission created

The creation of the competition commission is part of the reform of the system of state regulation of capital markets and should ensure a transparent mechanism for selecting members of the NSSMC. The commission will be responsible for conducting the competition and evaluating candidates for relevant positions.
