Ukrainian President Volodymyr Zelenskyy said that Kyiv is working on obtaining licenses for the production of PAC-3 missiles for Patriot systems or on creating its own anti-ballistic defense system.

The head of state announced this during a conversation with Swedish Prime Minister Ulf Kristersson on Thursday, May 28.

According to the president, Ukraine is currently using all available means to counter massive Russian attacks, including aviation to destroy Shahed and Geran drones.

“We are shooting down with everything we can. And Gripen as part of the future Ukrainian Air Force will fight enemy air attacks,” Zelenskyy said.

At the same time, the president emphasized that today Patriot systems remain the only effective tool for countering ballistic missiles.

“I really wanted Ukrainian production to receive licenses for the production of PAC-3 missiles for Patriot. I believe that in the future we will receive licenses or create our own system,” the head of state noted.

Letter to Trump and the US Congress

Zelensky reported that he had sent a corresponding letter to US President Donald Trump and the US Congress. In his address, he stressed the need to accelerate decisions on supporting Ukrainian air defense.

The President emphasized that a difficult winter period is ahead, and Russia cannot currently be stopped diplomatically.

– We strongly ask our American partners to help us allocate more PAC-3 missiles or give Ukraine licenses so that we can produce them ourselves and help other countries, – Zelensky said.

Ukraine is promoting the idea of its own anti-ballistics

Separately, the head of state stated that Ukraine is working on creating its own ballistic weapons and anti-ballistic system in cooperation with European partners.

According to the President, this initiative is facing resistance due to competition in the international arms market.

– I am promoting this idea, which is very difficult because no one wants to have strong competitors. It is not only Russia that does not want to see Ukrainian ballistics. The reason is in business and competition. But I believe that I will be able to promote this idea, – Zelenskyy said.

The President also announced that Ukraine has already begun cooperation with Sweden on the creation of a European missile defense system.

– Today we agreed with Sweden that we will do this. This is the first of the major partners that we need for anti-ballistics, – the head of state emphasized.

As a reminder, on May 27, Volodymyr Zelenskyy announced that he had sent a letter to Donald Trump and the US Congress regarding the critical shortage of air defense and anti-ballistic defense in Ukraine.
