Zelenskyy will submit to the Rada a bill on strengthening liability for fraudulent call centers

President Volodymyr Zelenskyy announced the submission to the Verkhovna Rada of a bill that will provide for increased criminal liability for organizers of fraudulent call centers. The head of state plans to send the document to parliament on September 2.

Zelenskyy announced this in an evening address.

According to the president, actions by law enforcement agencies alone are not enough to combat fraudulent call centers, therefore legislative changes are also necessary.

“All organizers of call centers must be held accountable,” the head of state emphasized.

The president has not yet specified details of future changes, in particular regarding specific terms of punishment or other sanctions for organizers of such schemes.

Dozens of fraudulent call centers have been liquidated in Ukraine

The issue of increased liability is being raised against the backdrop of large-scale law enforcement operations against fraudulent networks.

In August, the National Police and the Prosecutor General’s Office reported the exposure and liquidation of 94 fraudulent call centers in various regions of Ukraine.

According to law enforcement officials, their victims were citizens of Ukraine, the European Union, and Central Asia. The total amount of damage caused exceeded UAH 100 million.

Law enforcement officials shut down another large-scale network of fraudulent call centers in July. It operated in Kyiv, Lviv, and the Dnipropetrovsk region. At that time, the amount of damage suffered by the victims was estimated at over UAH 210 million.

It is expected that the presidential legislative initiative will create additional mechanisms to bring the organizers of such schemes to criminal liability.
