Banks are tightening control over individual entrepreneurs: new limits on transactions will come into effect from August

Ukrainian banks have signed an updated version of the Memorandum on Ensuring Transparency in the Functioning of the Payment Services Market, which provides for new financial monitoring mechanisms for individual entrepreneurs and legal entities.
The document was signed on May 14, 2026. Its main goal is to strengthen the fight against so-called “drops”, financial mules and money laundering schemes through the banking system.
For whom additional restrictions will be introduced
The updated Memorandum provides for separate limits for:
newly created sole proprietors and self-employed persons;
entrepreneurs who resume activities after a long break;
legal entities for which banks have identified signs of “shell companies”.
The Association of Ukrainian Banks explains that such changes are aimed at unifying financial monitoring practices and minimizing the risks of using bank accounts in shadow financial schemes.
What limits will be in effect from August 2026
Three months after the signing of the changes, banks plan to set the following limits:
for individual entrepreneurs of group 1 – up to 600 thousand hryvnias per month;
for individual entrepreneurs of groups 2 and 3 – up to 3 million hryvnias;
for legal entities – up to 5 million hryvnias per month.
The limits will be further reduced in the fall
The next stage is scheduled for November 2026. Then the limits are planned to be reduced:
for individual entrepreneurs of group 1 – up to 400 thousand hryvnias;
for individual entrepreneurs of groups 2 and 3 – up to 1 million hryvnias;
for legal entities – up to 2 million hryvnias.
What will happen to other entrepreneurs
For other individual entrepreneurs, persons engaged in independent professional activities, as well as most legal entities, banks will apply an individual risk-oriented approach.
This means that financial institutions will analyze customer business activity and account transactions depending on the level of risk and the nature of the financial activity.
