Banks will tighten control over transfers: new limits for individual entrepreneurs and companies will come into effect from August

More than 30 Ukrainian banks will tighten financial control over transfers this summer and fall. The new rules will apply to newly created and inactive individual entrepreneurs, legal entities with shell company features, as well as transfers from individuals to business accounts.

The changes are provided for in the updated Memorandum on Payment Market Transparency, which the banks signed on May 14, 2026.

What limits will come into effect from August 14

Three months after a specific bank signs the changes, the first restrictions for newly created and so-called “dormant” individual entrepreneurs will come into effect.

For most signatory banks, the new rules will come into effect from August 14, 2026.

The following monthly limits are provided:

for individual entrepreneurs of the first group – up to 600 thousand hryvnias;
for individual entrepreneurs of the second and third groups – up to 3 million hryvnias.

For legal entities in whose activities the bank detects more than two signs of a shell company, a limit of up to 5 million hryvnias per month will be set.

From November 14, 2026, these restrictions are planned to be reduced by another two to three times.

What will change from September 1

From September 1, 2026, banks will extend the requirement for documentary confirmation of the source of income to transfers from individuals to the accounts of individual entrepreneurs and legal entities.

Previously, enhanced control mainly concerned transfers between accounts of individuals. After the new rules come into force, the bank will be able to check not only the payer, but also the recipient of funds – an entrepreneur or a company.

In fact, this means that during atypical, significant or risky transactions, the bank may request documents confirming the origin of funds and the economic content of the payment.

What limits are already in effect for individuals

The new rules will apply together with the current restrictions for clients who do not have documented income.

For individuals with a medium or low risk level, the limit is up to UAH 100,000 per month. For clients with a high risk level, it is up to UAH 50,000.

Banks will also continue 24/7 anti-fraud monitoring of transactions. Particular attention will be paid to atypical payments, a large number of transfers, night-time transactions, and movements of funds in accounts without a clear economic justification.

Entrepreneurs and companies are recommended to prepare documents in advance that confirm the origin of funds, the nature of business activities, the presence of employees, contracts, tax reporting, and real business transactions.
