BEB exposed violations during the construction of a protected control point for the Armed Forces of Ukraine: losses exceeded UAH 2.7 million

Detectives of the Bureau of Economic Security of Ukraine uncovered violations during the execution of a state contract for the construction of a protected control point for one of the military units. According to the investigation, due to the overestimation of the cost and scope of work, the state budget suffered losses of more than 2.7 million UAH.

Inaccurate data was found in the estimate

As law enforcement officers established, the contracting company that performed work for the needs of the Armed Forces of Ukraine entered false information into the estimate documentation.

In particular, the documents re-considered the cost of concrete mixtures, reinforcement and metal structures. The investigation also recorded an artificial overestimation of the volume of certain installation works.

As a result, the acceptance certificates for the performed works unjustifiably included costs in the amount of more than 2.7 million UAH.

Suspicion was declared against the technical supervision engineer

Investigators established that the technical supervision engineer, who represented the interests of the state as the customer for the construction, did not ensure proper inspection of the performed works.

According to BEB, the official did not record the identified violations and signed official documents with inaccurate information, effectively approving unjustified expenditures of budget funds.

Her actions were classified under Part 2 of Article 367 of the Criminal Code of Ukraine – official negligence, which caused serious consequences for state interests.

The investigation is ongoing

Currently, a pre-trial investigation is underway. Law enforcement officers are establishing all the circumstances of the case and checking the possible involvement of other persons in the implementation of the scheme.
