Detectives of the Bureau of Economic Security of Ukraine are investigating possible tax evasion by officials of LLC “Black Sea Fish Port”. According to law enforcement officers, the company may have failed to pay more than 12 million hryvnias in VAT. In addition, the investigation is checking financial transactions worth hundreds of millions of hryvnias that could have been used to withdraw funds.

This was reported by the publication “Ukrainian Information Service” with reference to the ruling of the Hadzhibeysky District Court of Odessa dated October 7, 2026.

As part of the criminal proceedings, the court seized a mobile phone seized during the search.

Black Sea Fish Port is suspected of failing to pay more than 12 million hryvnias in VAT

According to the materials of the court proceedings, detectives of the territorial department of the BEB in the Odessa region are investigating the economic activities of LLC “Black Sea Fish Port” during 2024–2025.

Law enforcement officers assume that the company may not have reflected the transaction for the provision of sublease services in its VAT liabilities.

According to preliminary calculations by the investigation, as a result, the state budget could have received 12.09 million hryvnias less in VAT.

Currently, law enforcement officers are establishing the actual circumstances of the transactions, their economic content, and the possible involvement of officials in violating tax legislation.

Transfer of 268 million hryvnias: which transactions is BEB checking

A separate subject of the investigation was the financial transactions between the Black Sea Fishing Port and Zbruch Plus Invest Company LLC.

According to the investigation, the port transferred 268 million hryvnias to the aforementioned company.

In the payment documents, these funds were indicated as an additional contribution to the authorized capital of the company.

However, detectives assume that there was no actual increase in the authorized capital.

In this regard, law enforcement officers are checking whether the relevant transactions could have been used to withdraw funds from economic turnover with their subsequent conversion into cash.

In addition, it was established that from October 2023 to June 2024, more than 508 million hryvnias were received from PrJSC Rivneazot to the accounts of LLC “Company Zbruch Plus Invest”.

According to bank documents, the payments were made as payment for a share in the authorized capital.

More than 776 million hryvnias could have been transferred through dubious financial transactions

The investigation materials also include transfers totaling more than 776 million hryvnias.

According to the investigation, the funds were sent to other enterprises allegedly as payment for industrial goods.

Among the recipients are:

LLC “Greta Center”.
LLC “Barcad Pro”.
LLC “Avalant”.
LLC “Belinda”.
Financial company “Simple Solutions”.

Law enforcement officers believe that individual enterprises may have signs of fictitiousness.

It is currently being checked whether these business transactions were used to withdraw funds, their possible conversion into cash, tax evasion and legalization of proceeds from crime.

At the same time, information about possible violations is the version of the investigation. The guilt of specific individuals can be established only by a guilty verdict of a court that has entered into legal force.

The court seized a mobile phone as part of the investigation

This is not the first criminal proceeding in which the Black Sea Fishing Port LLC is mentioned.

In March 2025, the court seized the company’s berths as part of another investigation.

According to the investigation, representatives of the company could have acted in collusion with state registrars.

In addition, on May 29, 2025, the Kyiv District Court of Odessa made a decision to seize the property of the Black Sea Fishing Port and transfer it to the management of the Assets Tracing and Management Agency (ARMA).

It concerned a land plot with an area of approximately 31 thousand square meters, berths and other infrastructure facilities.

According to media reports, the investigation was investigating a possible illegal re-registration of state port facilities in 2019.

Could the investigation affect the port’s operations
