Failures in the property valuation database block real estate transactions: The Notary Chamber appealed to the SPFU

The Notary Chamber of Ukraine has called on the State Property Fund to urgently restore the proper operation of the Unified Database of Property Valuation Reports. Due to system failures, notaries cannot fully verify the value of real estate and execute individual transactions, and citizens and businesses are faced with the postponement or cancellation of transactions.

Problems with the functioning of the system began to be recorded as early as August 12, 2026. Then notaries lost the ability to verify property valuation reports.

Subsequently, the database was partially restored, but since August 19, the failures have again become systemic.

Notaries cannot verify the value of real estate

Due to problems with the Unified Database, notaries cannot properly verify the estimated value of real estate.

In particular, this data is necessary to determine the income of individuals from the sale or exchange of real estate.

The system also does not allow for the full formation and printing of relevant extracts necessary for notarial actions.

As a result, a technical problem can actually block the registration of certain real estate transactions.

The system issued an abnormally high land valuation

This is not the only problem that notaries have recorded.

During August, there were cases when the system generated extracts with an abnormally high valuation of agricultural land.

Other incorrect results of the database were also reported, which creates additional difficulties during the registration of transactions.

Transactions have to be postponed or canceled

The Notary Chamber emphasizes that the unstable operation of the state system already has quite practical consequences.

Due to the inability to obtain or verify the necessary information, notarial actions have to be postponed, and in some cases, certificates of transactions related to the alienation of property have to be canceled.

As a result, individuals and legal entities cannot fully exercise their right to dispose of property.

Notary Chamber demands urgent resolution of the problem

The NPU warns that further problems with the Unified Database may negatively affect the stable work of the notary public, in particular in the field of certification of transactions and state registration of real estate.

Therefore, the Notary Chamber appealed to the State Property Fund with an appeal to adjust the system as soon as possible.

This, the NPU emphasizes, is necessary to prevent conflict situations, disruption of agreements, and violation of the rights of citizens and businesses.
