Foreign Transfers Count as Income: What It Means for Social Assistance in Ukraine

In Ukraine, money transfers received from abroad are officially included in the calculation of a family’s average monthly income when determining eligibility for state social assistance for low-income households. According to the Pension Fund of Ukraine, the amount of assistance is calculated as the difference between the legally defined subsistence minimum for a particular household and its average monthly income over the previous six months. To determine this income, authorities sum up all earnings and financial inflows received by family members during that period, calculate a monthly average, and then divide it by the number of individuals in the household.
Importantly, the list of income sources is broad. Under Resolution No. 632 of the Cabinet of Ministers of Ukraine (dated July 22, 2020), total household income includes not only salaries and domestic financial assistance but also international money transfers. These transfers—often sent by relatives working abroad—are treated as part of the family’s financial resources, regardless of their purpose or frequency.
This approach can have serious consequences for applicants. Applicants are advised to consider all sources of income, including irregular or informal transfers, to avoid unexpected decisions from authorities. Understanding how income is assessed can help families better navigate the system and make informed choices about their financial support.
Ultimately, this policy reflects the government’s effort to allocate social assistance to those most in need, based on a comprehensive view of household resources.
