The Verkhovna Rada of Ukraine, together with the Ministry of Internal Affairs of Ukraine and the National Police of Ukraine, has prepared a draft law that provides for a significant increase in liability for speeding.
This was announced by MP Olga Vasylevska-Smaglyuk.
The document entitled “On Amendments to the Code of Ukraine on Administrative Offenses to Increase Liability for Actions That Lead to Injuries and Deaths on the Roads” proposes to introduce a new gradation of fines depending on the degree of speeding.
According to the draft law, fines may increase as follows:
— exceeding the speed limit by more than 20 km/h — 680 UAH;
— exceeding the speed limit by more than 40 km/h — 2040 UAH;
— exceeding the speed limit by more than 60 km/h — 2720 UAH;
— exceeding the speed limit by more than 80 km/h — 3400 UAH.
Separately, increased liability is provided for systematic violators: if a driver violates the speed limit five or more times during the year, the fine can reach 17,000 UAH.
Currently, only two levels of liability apply in Ukraine: 340 UAH for exceeding the speed limit by more than 20 km/h and 1,700 UAH for exceeding the speed limit by more than 50 km/h.
The initiators of the bill explain the need for changes by the increase in accident rates and the high level of mortality on the roads. In their opinion, strengthening sanctions should become a preventive mechanism to increase driver discipline.
