From September 1, 2026, new rules for the remuneration of pedagogical and scientific-pedagogical employees have been in effect in Ukraine. The government has changed the mechanism for calculating job salaries, abandoning the link to the Unified Tariff Grid. Now the salary depends on the established base amount and the coefficient of the corresponding position.
How the calculation of teachers’ salaries has changed
According to the new rules, job salaries of employees of higher education institutions are determined by a special formula.
The basis for the calculation was the base amount of 28,885 hryvnias.
To determine the job salary, this amount must be multiplied by the coefficient established for a specific position.
For example, for an assistant and a teacher, a coefficient of 0.63 is provided, while for a professor – 0.75.
At the same time, the amount received is the job salary without taking into account possible allowances, additional payments and other payments.
How much will teachers receive after taxes
Mandatory payments are withheld from employees’ salaries:
18% – personal income tax;
5% – military service.
Thus, the total amount of withholdings is 23%.
For example, if a teacher has a salary of 18,198 hryvnias, after withholding the specified payments, he will receive approximately 14,012 hryvnias.
For an associate professor with a salary of 19,931 hryvnias, the amount after taxes will be approximately 15,347 hryvnias.
At the same time, these calculations do not take into account additional payments that may increase the total salary.
Can teachers receive an additional salary increase
The new rules provide for the possibility of additional salary increases for scientific and pedagogical employees of national higher education institutions.
In particular, the heads of such universities can set salary increases of up to 100% within the approved salary fund.
However, this is the right of management, not a mandatory payment to each employee.
Therefore, the actual amount of the increase will depend on the financial capabilities of a particular institution and the adopted management decisions.
How are salaries rounded
When determining salaries, standard rules for rounding to the nearest hryvnia are applied.
If the calculation result contains less than 50 kopecks, they are discarded. If 50 kopecks or more, the amount is rounded to the next hryvnia.
Thus, the new system provides for a single mechanism for determining salaries depending on the employee’s position.
