A petition has been registered in Ukraine demanding a ban on the activities of real estate agents and agencies. The authors of the initiative claim that intermediaries artificially increase the cost of housing rentals, charge unreasonable commissions and contribute to the spread of shady schemes in the real estate market.

The corresponding appeal was published on the website of the Cabinet of Ministers of Ukraine. As of October 13, the petition, registered back in August, had collected more than 15 thousand signatures.

Why Ukrainians demand a ban on real estate agents

The authors of the petition believe that the activities of intermediaries in the real estate market often create additional financial costs for citizens who are looking for housing to rent or buy.

Among the main complaints about the work of real estate agents are:

Excessive commission payments for intermediary services.
Non-transparent conditions for renting and purchasing real estate.
Artificial increase in the cost of housing due to additional payments.
Work of some intermediaries without official registration.
Possible tax evasion.
Lack of proper legislative regulation of professional activities.

According to the initiators of the appeal, realtors often receive a commission for services that do not have independent legal significance for concluding a lease or purchase and sale agreement.

The authors of the petition are convinced that a ban on intermediary activities would make the real estate market more transparent and reduce citizens’ costs.

At the same time, the above statements are the position of the authors of the appeal, and not established facts regarding the entire professional community.

How many realtors work in Ukraine

According to estimates by specialized organizations, from 45 to 80 thousand specialists in the field of real estate brokerage work in Ukraine.

Therefore, a complete ban on this activity, if a corresponding decision were made, could affect the employment of tens of thousands of people.

At the same time, the presence of a petition does not mean that the profession of a realtor has already been banned or that a corresponding decision is being prepared for immediate adoption.

At the moment, this is exclusively a public initiative.

Can the rules for the work of realtors be changed in Ukraine

In parallel with the proposal to completely ban intermediary activities in Ukraine, the possibility of legislative regulation of the real estate services market is being discussed.

In particular, one of the relevant draft laws was recently discussed during a specialized forum in Lviv.

The need for legislative changes is due to the fact that issues regarding the transparency of commissions, the liability of intermediaries, and the protection of consumer rights remain in the real estate market.

Establishing clear rules for the work of realtors could be an alternative to a complete ban on the profession.

Will realtors be banned in the near future

As of October 13, 2026, no decision to ban the activities of realtors in Ukraine has been adopted.

The petition is an appeal from citizens, not a regulatory act. Even its official consideration will not mean an automatic termination of the work of real estate agencies.

Separate legislative decisions are required to introduce a corresponding ban.

Thus, realtors continue to work, and the issue of regulating their activities remains a subject of public discussion.
