The Pension Fund of Ukraine explained why some Ukrainians may be assigned a housing subsidy of 0.00 UAH for the non-heating season and what this means for the household.

What is a housing subsidy

A housing subsidy is a state targeted assistance for paying for housing and communal services, costs of managing an apartment building, as well as the purchase of liquefied gas, solid or liquid household fuel for heating.

How is the subsidy calculated

The Pension Fund explained that the amount of the assistance is determined as the difference between:

the cost of housing and communal services within social standards;

the mandatory payment of the household.

The amount of the mandatory payment is calculated individually for each family and depends on the total income of all household members.

Why can they assign 0 UAH

If, after calculations, the difference between the cost of utilities and the mandatory payment is zero or negative, the subsidy is set at 0.00 UAH.

This means that the family’s income allows them to independently pay for utilities within the social standards, therefore, additional state support is not accrued.

What does the PFU refer to

The Pension Fund noted that such a norm is provided for by paragraph 60 of the Regulation on the procedure for assigning housing subsidies, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 848 dated October 21, 1995.
