School inspections in Ukraine: what violations are most often detected by the State Service for the Quality of Education

In 2025, the State Service for the Quality of Education (SQE) conducted 233 institutional audits of secondary education institutions. Violations of the law were found in each school inspected. Most often, they concerned the work of management, documentation, organization of the educational process, and ensuring the rights of students.

This was reported by educational documentation expert Viktoriya Shkolna, analyzing the results of the SQE inspections.

What violations are recorded most often

1. Performance of duties by the head of the institution – 77% of schools

The most common violations are related to the activities of directors of educational institutions. According to the expert, this does not mean that the heads do not fulfill their duties, but individual requirements of the law are either not systematically fulfilled or do not have proper documentary confirmation.

2. Violations of office work – 75% of schools

During audits, the correctness of maintaining the nomenclature of cases, the execution of orders, protocols of pedagogical councils, as well as the personal files of employees is checked. It is the quality of documentation that often indicates the level of organization of management activities in the school.

3. Errors during enrollment, transfer and expulsion of students – 71% of schools

The auditors pay special attention to the execution of documents regarding children who have gone abroad. In many cases, orders were executed in violation of the requirements specified by the order of the Ministry of Education and Science No. 367.

4. Deficiencies in the organization of individual education – 62% of schools

The violations relate to the incomplete execution of the necessary documentation. In particular, schools may lack consultation schedules, assessment protocols, or the established procedure for transferring a student to individual education has not been followed.

5. Insufficient conditions for children with special educational needs – 60% of schools

This indicator has increased significantly compared to the previous year. If in 2025 such violations were detected in 41% of institutions, now it is already in 60%.

According to Viktoriya Shkolnaya, although many schools already have individual development programs and teacher assistants, fully equipped resource rooms are functioning in only 19% of institutions, and the possibility of unhindered movement between floors is provided in only 5% of schools.

How to prepare for the new school year

The expert recommends that directors of educational institutions conduct an internal audit in five main areas before the start of the new school year, identify responsible persons, and consolidate the results with appropriate orders.
