The Cabinet of Ministers is transferring employment to the “digital”: an experiment with the “Obriy” system is launched in Ukraine

A pilot project has been launched in Ukraine to fully digitize employment processes. The Cabinet of Ministers of Ukraine adopted a corresponding decision, introducing a new format of interaction between employers and employees through the unified system “Obriy”.
According to Resolution No. 41 of January 7, 2026, an electronic model of registration of employment relations will be tested in the country for two years. This involves the launch of the Unified Information and Analytical System Obriy, which will allow key personnel processes to be transferred online.
This was reported by Build Portal with reference to the Inspectorate for Labor and Employment of the Dnipro City Council.
What will change
Within the framework of the project, Ukrainians will be able to:

look for work and recruit personnel online;

conclude and terminate employment contracts in electronic format;

maintain personal files of employees in a digital environment;

get access to up-to-date information about vacancies and the labor market.

The system also provides for the creation of a single database of the working population and vacancies, which will allow the state to more effectively analyze the situation on the labor market and forecast the demand for personnel.
Access to the “Obriu” functionality will be provided through the portal and the mobile application Diya.
What does this mean for business
Currently, participation in the project is voluntary, but experts emphasize that such initiatives often become the basis for mandatory regulation in the future. Therefore, employers should prepare for digital changes now.
In particular, companies are recommended to:

conduct an audit of personnel documentation;

organize employees’ personal data;

ensure the availability of qualified electronic signatures;

assess readiness for electronic document management;

monitor official government clarifications.

Why is this important
The launch of “Obriu” is another step towards the full digitalization of government services. The new system is expected to reduce bureaucracy, speed up personnel processes, and make the labor market more transparent for both businesses and citizens. If the experiment proves successful, Ukraine could move to a fully electronic employment model in the coming years.
