New border crossing rules come into effect on May 20

Ukraine has officially abolished restrictions on crossing the state border for all women working in state authorities, local governments, courts, and state-owned enterprises.

The relevant changes came into effect on May 20 after the Cabinet of Ministers adopted Resolution No. 623 of May 15, 2026, which amended the Rules for Crossing the State Border, approved by Resolution No. 57.

What has changed

According to the new rules, restrictions on traveling abroad no longer apply to women, regardless of their positions or level of civil service.

These include employees of:

state authorities;

local governments;

state-owned enterprises;

the judiciary.

The State Border Service reported that the new rule has already begun to be applied during border control at checkpoints.

The Prime Minister of Ukraine Yulia Svyrydenko announced the government’s decision on May 15.

“The government is abolishing restrictions on border crossing for all women without exception, regardless of positions held in state authorities, local governments, state enterprises and courts,” she noted.

Previously, the changes did not apply to everyone

Before this, the Cabinet of Ministers had already made changes to the rules for traveling abroad by Resolution No. 587. Then, the border crossing procedure was simplified only for certain categories of female officials.

At the same time, the previous innovations did not apply to women who held key management positions in government authorities, local governments and state enterprises.

Now, the government has completely abolished such restrictions for all women without exception.
