Ukraine will change the system of teacher remuneration: what will happen to salaries from 2027

From January 1, 2027, Ukraine plans to introduce a new system for calculating the wages of teaching and scientific-pedagogical workers. The changes include new hourly rates, a review of the principle of salary formation and the gradual abandonment of the current Unified tariff grid.

How the salary of teachers will change

One of the main innovations will be the introduction of new hourly payment rates for training classes from January 1, 2027.

Until the end of 2026, salaries will continue to be calculated according to the Unified tariff grid, where the amount of salary depends on the tariff category. This approach is planned to be canceled from 2027.

In accordance with the government decree, hourly rates will be determined as a percentage of the approved basic amount, which is more than 28.8 thousand hryvnias.

The specific amount will depend on the level of the educational institution, the qualification category of the employee and the availability of a scientific degree.

For which establishments new rules will be introduced

Starting from January 1, 2027, institutions of professional and vocational higher education must switch to new salaries and algorithms for calculating allowances.

At the same time, the new system provides for the differentiation of rates depending on the type of educational institution and the qualifications of the teacher himself.

They want to tie salaries to the average salary

Another important change concerns the base for calculating salaries.

Instead of a fixed indicator, they plan to use the average monthly salary for the first quarter of the previous year. Thus, the size of salaries will be able to change along with the general dynamics of salaries in the economy.

What will happen to the salaries of kindergarten workers

Changes are expected for preschool teachers as well.

According to the government, from January 2027, they plan to increase their payments. The full transition of kindergarten workers to the new coefficient system is expected in September 2027.

Thus, in 2027, the salary system for educators should change significantly: instead of the current tariff model, it is planned to introduce new rates and a salary calculation mechanism related to the average salary indicator.
