Ukrainians must return almost UAH 93 million for utility services: massive tariff violations revealed

Large-scale violations were discovered in Ukraine during the formation and application of tariffs for housing and communal services. According to the results of inspections, consumers must return almost 93 million hryvnias of overpaid funds. Violations were recorded in almost 90% of the inspected cases.

According to the State Service for the Protection of Food and Consumer Protection, since the beginning of 2026, specialists have conducted 140 unscheduled inspections of enterprises regarding the correct formation and application of tariffs for communal services.
According to the results of control measures, violations were discovered in almost nine out of ten cases.
The total amount of funds to be returned to consumers due to incorrect establishment or application of tariffs is about 93 million hryvnias.
At the same time, a complete list of enterprises that committed violations, as well as specific types of communal services for which overpayments occurred, has not yet been published.
How will Ukrainians be refunded
People’s Deputy Serhiy Nagornyak noted that the mechanism for compensating for overpaid funds has not yet been finally determined.
One possible option is to recalculate future payments. In this case, the overpayment amounts can be credited to subsequent payments for utility services.
However, the specific procedure for refunding will depend on the results of inspections and orders issued to violators.
To establish all the circumstances, it is necessary to find out whether the violations were related to incorrect tariff calculation or to errors when charging consumers.
Will enterprises be punished for overpriced tariffs
A separate issue remains the liability of utility providers.
According to Nagornyak, without a detailed study of the inspection materials, it is still impossible to establish which enterprises committed violations and what liability measures can be applied to them.
Further decisions will depend on the nature of the violations identified and the requirements of current legislation.
What to do for Ukrainians who suspect overpayment
Consumers who doubt the correctness of charges for utility services have the right to contact the supplier with a request to provide clarification and check the calculations.
If errors are detected, you can demand a recalculation of payments.
If the supplier refuses to eliminate the violation, citizens can file a complaint with the State Service for Food, Consumer Protection and Consumer Protection of Ukraine or another authorized body depending on the type of service.
It is important to keep receipts, payment documents and correspondence with the service provider, as they may be needed to confirm incorrect charges.
At the same time, the amount of almost 93 million UAH concerns the results of the inspections and does not mean an automatic refund to all consumers. The procedure for compensation and the range of recipients should be determined by the specific violations identified.
