A record 15,000 amendments were submitted to the new Civil Code: the Rada announced an attempt to block it

People’s deputies submitted more than 15 thousand amendments and proposals to the draft of the new Civil Code of Ukraine. The Verkhovna Rada has already called this number a record and suggested that some of the changes may be an attempt to block consideration of the document in the second reading.
This was reported by the Speaker of the Verkhovna Rada, Ruslan Stefanchuk.
A record for the parliamentary committee
According to the Speaker of the Parliament, 15,328 amendments were submitted to the draft law.
Stefanchuk noted that this is an absolute record for draft laws considered by the Verkhovna Rada Committee on Legal Policy in the last two convocations of the parliament.
Previously, the maximum number of amendments to one document was about 5 thousand. Thus, the draft of the new Civil Code has more than tripled the previous record.
There is talk in the Rada about a “filibuster”
At the same time, the Speaker of the Verkhovna Rada drew attention to the fact that a significant part of the amendments were submitted by only a few people’s deputies.
According to him, 3-4 parliamentarians submitted 7-8 thousand amendments each — both individually and in co-authorship.
“It is clear that this is an attempt to block the consideration of the draft in the second reading. In the parliamentary world, this is called a filibuster,” Stefanchuk said.
At the same time, he emphasized that not all proposals are political or blocking in nature. Some deputies submitted constructive comments, which are currently being analyzed by a specialized working group.
Work is underway to finalize the code
Stefanchuk also reported that professional associations, public organizations, and expert communities are involved in the discussion of the new Civil Code.
According to him, some comments have already been taken into account in the amendments that he submitted personally.
Despite the record number of changes, the parliament reminds that the draft of the new Civil Code itself contains almost 2 thousand articles. On average, there are about 7–8 amendments per article.
