Appeal confirmed corruption offense: KNU rector Bugrov found guilty of false declaration

The Sixth Administrative Court of Appeal upheld the decision of the court of first instance in the case of the rector of the Taras Shevchenko National University of Kyiv, Volodymyr Bugrov, finally finding him guilty of committing an offense related to corruption. This is about submitting false information in the declaration.

As reported by public figure Oleksiy Ksenich, the decision of the appellate court is final and may have direct personnel consequences. In particular, according to him, the Ministry of Education and Science of Ukraine should consider the issue of terminating the contract with the rector.

Earlier, on March 4, 2026, the Shevchenkivskyi District Court of Kyiv established that Bugrov did not declare a 2015 Volkswagen Golf car, which he actually used. Although the vehicle formally belongs to his son, the court concluded that the official used it as his own.

During the inspection, the National Agency for the Prevention of Corruption collected evidence of the actual use of the car: insurance policies, recorded trips in video surveillance systems, as well as fuel and parking expenses incurred by the rector.

The court qualified the actions under Part 4 of Article 172-6 of the Code of Ukraine on Administrative Offenses. According to the results of the case, confirmed by appeal, Volodymyr Bugrov must pay a fine of 17,000 hryvnias.

The rector himself denied the charges, claiming political pressure and linking the case to his participation in the upcoming elections for the head of the university.

At the same time, the case is unfolding against the backdrop of public outcry around the situation at the university. In particular, on April 1, a student protest took place in Kyiv, demanding the removal of the rector not only because of corruption violations, but also because of the ethical scandal that became public in March 2026.
