Business urged the authorities to adopt a draft law on digital documents and reform of e-document circulation

The European Business Association has called on the Ukrainian authorities to support the reform of electronic document management and adopt draft law No. 14414, which provides for the harmonization of Ukrainian legislation with European standards in the field of digital documents.
The Association reported this.
Business emphasizes that the current system of electronic document management in Ukraine no longer meets modern automated business processes and approaches that operate in the countries of the European Union.
Among the key changes that business representatives insist on:
legal recognition of structured electronic documents;
the possibility of automated document processing without mandatory visualization;
expanding the use of electronic seals of legal entities;
harmonization of Ukrainian legislation with the European eIDAS regulation;
creation of conditions for the full implementation of electronic primary and settlement documents.
The Association notes that the current model actually retains the link to the individual signing and visual design of each document, which complicates the automation of processes and creates an additional administrative burden for business.
Also, the unregulated status of structured electronic documents, according to experts, hinders the integration of Ukrainian business into the EU digital market and slows down the development of modern electronic solutions in logistics, tax administration and audit.
Separately, business supports the transition from paper archiving to electronic storage of documents with compliance with the requirements for security and integrity of information in accordance with European standards.
The European Business Association emphasized the need for an operational and systematic approach to the reform of electronic document management and declared its readiness to join the further development of legislative changes.
Corresponding appeals have already been sent to Prime Minister Yulia Svyrydenko, Chairman of the Verkhovna Rada Ruslan Stefanchuk, as well as to the Ministry of Economy and the Ministry of Digital Transformation of Ukraine.
