EU confirms continued support for Ukraine: finances, sanctions and path to membership

An important trilateral meeting was held in the capital of Cyprus with the participation of the President of the European Council António Costa, the President of the European Commission Ursula von der Leyen and the President of Ukraine Volodymyr Zelensky. Following the meeting, the parties issued a joint statement confirming strategic unity in supporting Ukraine in the face of ongoing Russian aggression.
Financial support: €90 billion for Ukraine’s resilience
European leaders welcomed the final adoption of a large-scale financial assistance package of €90 billion. These funds are intended to cover Ukraine’s critical budgetary and defense needs in 2026-2027. The first payments are expected to arrive in the second quarter of this year.

Sanctions pressure: a new package of restrictions against Russia
The leaders noted the adoption of the 20th package of EU sanctions against Russia. The new restrictions are aimed at:
reducing Russia’s energy revenues
restricting the banking sector
fighting the shadow fleet
The statement emphasizes: sanctions pressure must be intensified to force the Kremlin to stop aggression and move to real peace negotiations.
European integration: Ukraine is approaching EU membership
European partners highly appreciated Ukraine’s progress on the path to joining the European Union. In particular:

Energy and security: preparing for winter
Special attention was paid to the restoration of Ukraine’s energy infrastructure on the eve of the winter period. The EU confirmed its readiness to assist in stabilizing the energy system.
The leaders also stressed the importance of nuclear safety, especially in the context of the anniversary of the Chernobyl disaster, and called on Russia to stop any threats to nuclear facilities.
Humanitarian dimension: return of Ukrainian children
A high-level international meeting has been announced for Brussels on May 11. The event is dedicated to the activities of the coalition for the return of Ukrainian children affected by the war. The organizers are the EU, Ukraine and Canada.
