Ukrainians who were forced to leave their homes after the start of the full-scale invasion were given the opportunity to record the fact of forced displacement and moral damage. This involves submitting applications to the International Register of Damages – a mechanism that will in the future become the basis for paying compensation to victims.
You can submit an application online through the Diya portal. As Dmytro Lubinets reported, at the moment we are not talking about immediate payments – the system only accumulates data for further determination of compensation by international institutions.
Applications are accepted regardless of which region a person was forced to leave from – this can be any part of Ukraine, including temporarily occupied territories. It also does not matter whether a person received refugee status, temporary protection or state assistance abroad. Those citizens who have already returned to Ukraine can also submit an application.
The application records the fact of forced departure, as well as moral damage – in particular, the stress experienced, the loss of a habitual way of life and other intangible consequences of the war. If a person first moved within the country and later left abroad, it is allowed to submit two separate applications – for internal displacement and international departure.
Various evidence can be added to the application: a personal description of the events, documents, photo and video materials, testimonies of other persons or confirmation of residence. At the same time, the absence of a complete package of documents is not a reason for refusing to accept the application.
Thus, Ukraine, together with international partners, is forming an evidentiary base for future compensation, recording not only material but also intangible losses of citizens caused by the war.
