The Verkhovna Rada has registered draft law No. 70316, which provides for increased liability for drivers for speeding. Among the proposed changes are a reduction in the non-penalized speeding threshold, possible deprivation of the right to drive, and tougher sanctions for driving without a driver’s license.

The initiator of the draft law was People’s Deputy Roman Hryshchuk. The registration of the document was also supported by 52 other parliamentarians.

The authors of the initiative explain the need for changes by the high mortality rate on Ukrainian roads and the need to strengthen control over compliance with the Rules of the Road.

A fine can be issued for exceeding the speed limit by 11 km/h

One of the key proposals of the draft law is to reduce the so-called non-penalized speeding threshold.

Currently, liability arises for exceeding the established speed limit by more than 20 km/h. The draft law proposes to reduce this threshold to 10 km/h.

Thus, if the document is adopted, exceeding the permitted speed limit by 11 km/h may already be grounds for imposing a fine.

Systematic violations may result in the deprivation of driving rights

The deputies also propose to introduce a temporary deprivation of the right to drive vehicles for systematic speeding.

Currently, financial liability is mainly provided for for the relevant violations. The new rules may significantly increase the sanctions for drivers who regularly ignore speed limits.

In addition, the draft law provides for stricter liability for driving a car without a driver’s license. The specific size of the sanctions may be specified during the consideration of the document by the relevant committee of the Verkhovna Rada.

The government may be called upon to review speed limits

Separately, the authors of the legislative initiative propose to apply to the Cabinet of Ministers to review the current speed limits.

In particular, the government should analyze on which sections of roads it is advisable to leave the limit at 30 or 50 km/h, and where the permitted speed can be increased.

This concerns, in particular, transit roads that pass within settlements.

When the new rules may come into effect

Currently, the draft law is only at the stage of registration in the Verkhovna Rada. The document must be considered by the relevant committees, after which the people’s deputies must vote for it.

If the parliament approves the law, the President of Ukraine must also sign it.

Until the new norms come into force, the current rules on liability for exceeding the established speed limit will continue to apply to Ukrainian drivers.
