The Verkhovna Rada supported an amendment that provides for a fine of 170 thousand hryvnias for officials for illegally registering citizens for military registration. At the same time, the new norm has not yet entered into force.

On October 28, the parliament supported amendment No. 11 to bill No. 16013, initiated by People’s Deputy Dmytro Razumkov and other parliamentarians.

Initially, the bill concerned the protection of citizens from illegal transactions with bank accounts. However, during its consideration, the deputies added provisions on the liability of officials for violating the rules of military registration.

Who can be fined 170 thousand hryvnias

The proposed norm provides for the imposition of a fine of 170 thousand hryvnias on an official who illegally registered a citizen who, according to the law, is not subject to such registration.

In particular, this concerns cases where a person was previously officially excluded from military registration, but later his data reappeared in the register of those liable for military service.

At the same time, the support of the amendment by the parliament does not yet mean that it will come into force. The fine provided for is not currently applicable.

What to do if a person was illegally returned to military registration

Lawyer Oleksiy Mendrukh explained that it is important to distinguish between the concepts of removal and exclusion from military registration, since they have different legal consequences.

According to the lawyer, in order to establish the legality of re-registration, it is necessary to clarify the circumstances of a specific case and the grounds for changing the military registration status of a citizen.

The lawyer recommends that persons who have documents on exclusion from military registration:

Regularly check their status in the “Reserve +” application.

Save the electronic military registration document in PDF format.

Download the current document at least once a month, and if possible, every week.
Keep previous versions of documents to confirm changes in the registry.

Such documents can help establish when a person’s military registration status changed and serve as evidence when challenging wrongdoing.
