New railway safety standards: Ukraine switches to European rules

Updated technical regulations come into force on May 3

From May 3, 2026, new technical regulations for the safety of railway infrastructure and rolling stock will come into force in Ukraine. The relevant changes, approved by the Cabinet of Ministers Resolution No. 53, are aimed at harmonizing Ukrainian standards with the requirements of the European Union.

The Ministry of Community and Territorial Development notes that the implementation of the new rules should increase the level of transportation safety, strengthen trust in conformity assessment procedures, and promote the development of a competitive environment in the industry.

What is changing for the industry

The updated regulations establish clear requirements for products used in railway transport, as well as determine the procedures for their verification and certification.

An important innovation is that not only products but also processes will be subject to conformity assessment – manufacturing, modernization and repair of rolling stock, its components and infrastructure facilities.

In addition, the requirements for organizations that carry out inspections are being tightened, which should ensure greater transparency and quality of certification procedures.

Transition to a national system after withdrawal from the CIS agreements

Preparation for the implementation of the new rules lasted more than four years. During this time, the Ministry of Economy identified eight organizations authorized to conduct conformity assessment according to the new standards.

Previously, some of the procedures were regulated within the framework of the Agreement on the Coordination Bodies of the CIS Railway Transport. After Ukraine’s withdrawal from this system, there was a need to create its own national regulatory mechanisms.

It is expected that the new rules will not only increase the level of safety on the railway, but also contribute to the integration of the Ukrainian transport system into the European space.
