The Council proposes to expand the “e-Nursery” program for sole proprietors and self-employed parents

The bill should eliminate the difference in social support depending on the form of employment

The Verkhovna Rada has registered bill No. 15265, which provides for the expansion of the state assistance program “e-Nursery” for parents with young children.

The document proposes to provide the right to receive payments not only to employees, but also to individual entrepreneurs and self-employed citizens.

Who will be able to receive assistance
The program wants to include lawyers, notaries and other self-employed persons

The bill provides for amendments to the Law of Ukraine “On State Assistance to Families with Children”.

Currently, the right to “e-Nursery” assistance is granted to parents or other legal representatives of the child who care for the child and have subsequently returned to work full-time.

The authors of the initiative propose to extend this right also to:

individual entrepreneurs;

lawyers;
notaries;

auditors;
other persons who conduct independent professional activities.

Self-employed parents pay taxes, but do not have access to benefits

The authors of the bill note that the current model actually excludes self-employed citizens from the state support system.

At the same time, the following persons:

pay taxes;

pay a single social contribution;

conduct economic activity;

create jobs.

According to the initiators, this creates unequal conditions depending on the form of employment of parents.

How the law is proposed to be changed
The provisions on the right to assistance will receive a new wording

The document proposes to set out in a new wording Article 12-6 of the Law “On State Assistance to Families with Children”.

If adopted, the right to “e-Nursery” assistance will be granted to persons who:

actually provide care for the child;

work full-time;
or are sole proprietors or self-employed persons.
No additional budget expenditures are forecast
Payments are planned to be financed within the framework of existing programs

The explanatory note notes that the implementation of the draft law will not require additional expenditures from the state budget.

Financing is planned to be carried out within the already provided funds for social protection of children and families.

The draft law should support young families and female entrepreneurship
The initiators expect an increase in the economic activity of parents

The authors of the initiative believe that the changes will help:

eliminate discrimination between employees and self-employed persons;
support young families;
stimulate female entrepreneurship;
strengthen the economic activity of parents with young children.

If adopted, the law will enter into force one month after its official publication. After that, the Cabinet of Ministers must bring its regulatory legal acts into line with the new provisions of the law.
