The head of a political party whose registration was canceled will be tried in Kyiv on charges of fraud. According to the investigation, he promised to secure a “passing” place on the list for the Verkhovna Rada for 160 thousand US dollars through a political project that did not actually exist.

This was reported by the Kyiv City Prosecutor’s Office.

According to law enforcement, the accused persuaded a potential candidate to join his political force and assured him that he would be able to guarantee him a deputy mandate in the upcoming parliamentary elections.

For his “services,” he demanded 160 thousand dollars. Of this amount, 100 thousand dollars were allegedly supposed to be an entry fee to the party, another 60 thousand dollars to go to the development of the political project.

However, as the investigation established, the political party had already been canceled and was not carrying out any activities.

According to media reports, this is Valery Tokar, who was the founder of the political party “Garant”. At the same time, the prosecutor’s office does not officially name the accused.

In November 2025, law enforcement officers detained the man while receiving the agreed amount.

Currently, prosecutors have already sent an indictment to the court. The defendant is charged with a completed attempt to seize someone else’s property by deception, committed under martial law and on a particularly large scale (Part 2 of Article 15, Part 5 of Article 190 of the Criminal Code of Ukraine).

During the pre-trial investigation, the court chose for him a preventive measure in the form of detention with the alternative of paying bail of almost 1 million UAH, which he paid.
