The Rada adopted a law on automatic debt collection: what will change for Ukrainians

Parliament supports new debtor control system
The Verkhovna Rada of Ukraine adopted in the second reading draft law No. 14005, which provides for the introduction of a mechanism for automatic debt collection. 228 people’s deputies voted for the relevant decision.
The document has already been sent to the President for signature. Its implementation will be one of Ukraine’s steps within the framework of the international financial support program Ukraine Facility.
Unified system: how the new mechanism will work
The law provides for the creation of an integrated system that will unite:
state registers
banking institutions
MIA databases
notary systems
After a person is entered into the Unified Register of Debtors, restrictions will be applied automatically – without additional decisions or procedures.
What restrictions will await debtors
After being included in the debtors’ register, citizens will face a number of legal restrictions:
Notarial actions: a ban on certifying contracts of sale and gift of property
Transport: the inability to re-register vehicles at the service centers of the Ministry of Internal Affairs
Finance: restrictions on banking transactions aimed at avoiding the fulfillment of obligations
At the same time, it is important that the right to use the property remains. A person does not lose actual access to his property, but cannot alienate it until the debt is repaid.
The only home will not be taken away
One of the key guarantees is that the law does not provide for the forced alienation of the debtor’s only home.
This provision is designed to balance the interests of creditors and the basic social rights of citizens.
The scale of the problem: Ukrainians’ debts are growing
The need to adopt such a law is explained by the significant level of indebtedness of the population.
According to the State Statistics Service, as of 2025:
total debt for utility services amounted to 106.6 billion UAH
the largest debts were recorded in Donetsk region
in particular, in Kramatorsk – over 1.4 billion UAH
At the same time, these figures do not take into account debts in the temporarily occupied territories.
What does this mean for citizens and businesses
The introduction of an automated debt collection system can significantly change the practice of fulfilling obligations in Ukraine:
payment discipline will be strengthened
the possibilities for evading decisions will decrease
the process of debt collection will be accelerated
At the same time, the new system increases the risks for debtors, as restrictions will be applied quickly and without additional warning.
