The Rada is preparing a housing reform: there will be no mass demolition of “Khrushchevs”

Renovation instead of dismantling
The Verkhovna Rada of Ukraine is working on a bill on the comprehensive reconstruction of the outdated housing stock, but it is not about the mass demolition of “Khrushchevs”. This was stated by the head of the relevant committee, Olena Shulyak, emphasizing that no decisions on the dismantling of such housing have been adopted.
An individual approach to each house
The bill does not provide for automatic demolition, but various formats for the renovation of residential areas – from reconstruction to infrastructure modernization. Dismantling is possible only in cases where restoration is technically or economically inexpedient. Decisions will be made individually, taking into account the technical condition of the buildings, energy efficiency and financial calculations.
The scale of the problem
According to estimates, there are over 30 thousand objects of the outdated housing stock in Ukraine, of which more than 10 thousand are “Khrushchevs”. In a number of cities, they constitute a significant part of the housing infrastructure, which makes the issue of their renewal strategically important.
The law is still being finalized
The document, which was adopted in the first reading back in 2022, is currently being finalized, taking into account numerous amendments. After that, it is planned to submit it for public consultations to take into account the position of the public and local communities.
Balance of interests and a new housing policy
The parliament emphasizes that the reform should be based on a balance of interests of the state, communities and homeowners. Final decisions will be made only after a wide discussion, especially given the challenges caused by the war and the need to restore the housing infrastructure.
