The Rada proposes to allocate part of the funds to compensate businesses for goods destroyed by shelling

The Verkhovna Rada has registered draft law No. 15512, which is intended to create a mechanism to support entrepreneurs whose goods were destroyed or damaged as a result of hostilities. Businesses are offered to compensate up to 50% of their value, using part of the unused funds from budget programs to support domestic demand for this purpose.

The draft law was registered in the parliament on August 14, 2026. It provides for amendments to Article 24 of the Law “On the State Budget of Ukraine for 2026”.

Businesses want to compensate 50% of the value of goods

The draft law provides for the possibility of compensating 50% of the value of goods that were damaged or completely destroyed as a result of hostilities, sabotage or terrorist acts.

The source of financing should be the remaining funds of the special state budget fund provided for the implementation of programs to support domestic demand.

According to the explanatory materials, UAH 1.175 billion was allocated for the relevant programs, but about UAH 702 million was actually used. The unused part of the funds is proposed to be directed to help the affected business.

The bill does not provide for automatic payments

The adoption of the bill in itself will not mean that entrepreneurs will automatically receive half the cost of lost goods.

The document should create a legislative basis for the introduction of compensation. The detailed payment mechanism will have to be determined by the Cabinet of Ministers.

In particular, the government will need to establish:

a list of goods for which compensation can be received;
the procedure for confirming the fact of damage or destruction;
a mechanism for assessing the cost of lost goods;
the procedure for calculating and receiving payment;
rules for preventing double compensation.

The last point is important, in particular, for cases where the entrepreneur has already received an insurance payment or compensation for losses from another source.

Funds are proposed to be redirected from stimulating demand to supporting business

The initiative actually provides for a change in one of the priorities of budget support: part of the unused funding of domestic demand stimulation programs is proposed to be directed directly to enterprises that have suffered material losses due to the war.

Businesses will be able to use the received compensation to resume work, purchase new goods and raw materials, or replenish working capital.

At the same time, the practical availability of such assistance will depend on the rules that the Cabinet of Ministers will establish if the draft law is adopted.

National Cashback is not canceled for now

Despite the proposal to redirect part of the budget resource, there is currently no talk of canceling the National Cashback program.

The program continues to operate, and draft law No. 15512 proposes to use unused funds to create an additional mechanism to support entrepreneurs who have lost goods as a result of Russian attacks.

Thus, the final conditions and amount of compensation will depend on the decision of the Verkhovna Rada and the subsequent approval of the relevant procedure by the Cabinet of Ministers.
