The document provides for the reform of the State Anti-Corruption Bureau and a new approach to the appointment of the Prosecutor General

The Verkhovna Rada of Ukraine registered the draft law “On the Principles of the State Anti-Corruption Policy for 2026–2030”. The document received No. 15230 and was submitted to the parliament on May 13, 2026.

This is a new anti-corruption strategy developed by the National Agency for Corruption Prevention together with the expert community.

An unmodified version was submitted to the parliament

As noted, the text of the document, which the NACP, together with experts, prepared and sent to the government on April 2, 2025, was submitted for consideration by the people’s deputies.

According to the authors, no changes were made to the version developed by the NACP.

During the preparation of the document, the agency held 26 public discussions, in which about 790 experts were involved.

The strategy includes the reform of the State Bureau of Investigation and a competition for the position of Prosecutor General

Among the key provisions of the draft law is the involvement of a competition commission in the procedure for appointing the Prosecutor General, as well as further reform of the State Bureau of Investigation.

The authors of the document emphasize that these provisions correspond to Ukraine’s European integration benchmarks, as well as the provisions of the December Kachka-Kos communiqué.

The law should be adopted by the end of June

The explanatory notes to the draft law also note that the adoption of the Anti-Corruption Strategy is provided for by the Ukraine Facility plan.

At the same time, the deadline for adopting the document is set at the end of June 2026, which is one of Ukraine’s important obligations within the framework of cooperation with European partners.
