The Rada wants to severely fine electric scooter drivers: for repeated violations, the vehicle may be confiscated

The Verkhovna Rada has registered draft law No. 15283, which proposes to significantly increase the responsibility for users of electric scooters, unicycles and other small electric vehicles. The document also provides for an increase in fines for pedestrians, cyclists and other road users.

For the third violation – a fine of 17 thousand and confiscation

The authors of the draft law propose to introduce a progressive system of penalties for users of small electric vehicles.

In particular:

for the first violation – a fine of 1,700 UAH;

for a repeated violation – 3,400 UAH and confiscation of the vehicle;

for the third and each subsequent violation – a fine of 17,000 UAH, corrective labor for a period of one month and confiscation of the vehicle.

In the explanatory note, the deputies note that electric scooters and unicycles have become mass transport in cities, but the legislation still does not contain clear rules for their use.

– Almost every day, new cases of road accidents involving users of small electric vehicles become known, – the authors of the document note.

Current fines are much lower

Currently, a fine of UAH 850 is provided for violation of traffic rules by drivers of electric scooters.

The fine for driving under the influence of alcohol is:

UAH 17,000 – for the first violation;

UAH 34,000 – for a second violation.

If people are injured due to the violation, the perpetrator may face criminal liability – up to eight years of imprisonment if the accident resulted in the death of people.

They also want to increase fines for pedestrians

The document also proposes to increase fines for:

pedestrians;
cyclists;
persons driving horse-drawn vehicles;
animal drivers.

In particular, fines are planned to be increased several times:

from 51 UAH to 340 UAH;
from 85 UAH to 510 UAH;
from 136 UAH to 255 UAH;
from 170 UAH to 510 UAH.

The authors of the bill are convinced that the new rules will allow to regulate the use of modern transport and increase road safety.

If adopted, the law will come into force the day after its official publication.
