Ukraine has officially introduced the institution of multiple citizenship, allowing citizens of five countries to obtain Ukrainian citizenship without renouncing their original nationality. The decision was adopted by the Cabinet of Ministers in implementation of the law that entered into force on January 16, 2026.
The initial list includes five strategic partner countries: the United States, Germany, Canada, Poland, and the Czech Republic.
Who Can Benefit from the New Rules
Under the new framework:
- citizens of these countries may acquire Ukrainian citizenship through a simplified procedure;
- Ukrainians residing in these states can obtain a second citizenship without losing their Ukrainian one;
- applicants must still comply with general legal requirements, including passing the required examinations.
This effectively establishes a legal model of multiple citizenship for a defined group of countries.
Government’s Role in Regulation
The law authorizes the Cabinet of Ministers to determine the list of eligible countries. At the same time, many procedural aspects — including application processes, verification, and eligibility criteria — will be further regulated through secondary legislation.
Practical Implications
The introduction of multiple citizenship is expected to:
- strengthen ties with the Ukrainian diaspora;
- attract foreign professionals and investors;
- expand opportunities for Ukrainians living abroad.
However, experts note that the effectiveness of the reform will depend on clear implementing regulations and consistent enforcement practices.
Conclusion
Ukraine is taking a significant step toward a more flexible migration policy by enabling multiple citizenship with key partner countries. At the same time, the new framework requires further legal refinement and practical implementation.
