Ukraine is betting on biomethane: the government has approved a program until 2035

The Cabinet of Ministers of Ukraine has approved the Program for the Development of Biomethane Production until 2035, aimed at strengthening energy independence and integrating Ukraine into the European energy market.

As Denys Shmyhal noted, the document is designed to unlock Ukraine’s potential as one of the key producers of “green” gas and promote biomethane exports to EU countries. It is expected that this will also help reduce Europe’s dependence on Russian energy carriers.

The program provides for the construction of new biomethane plants, modernization of existing capacities, creation of favorable conditions for investors and simplification of connection to the gas infrastructure. The government has set ambitious goals: to increase production to 1 billion cubic meters per year by 2030, and to 2.1 billion by 2035.

At the first stage, it is planned to launch eight plants and form a full-fledged biomethane market. Among the key steps for 2026 are integration into European renewable fuel databases and preparation of an agreement with the EU on mutual recognition of guarantees of origin of biomethane.
